Mission Statement

mainstream the agriculture and rural finance sector in the country’s
financial system as a commercially viable and attractive business
line and to catalyze growth and activity in the sector through
sector friendly policies.
Vision
Statement
To
transform ACD into a professional and dynamic Rural Finance Support
Department, fully equipped to play a leading role in development
of a sound, stable and robust agriculture and rural finance sector
in the country.
About
Us
Agricultural
Credit Department, established under Section 8(3) of SBP Act 1956
and headed by a Director, is working within the overall charge
of ED/ Advisor on Development Finance. The Department is mainly
responsible to meet credit needs of agriculture, being mainstay
of Pakistan’s economy, generating nearly one fourth of the
total out put and 42% of total employment and is a major source
of foreign exchange earnings. Other functions of the department
are as under:-

Operate
as a focal point in SBP for all agri. finance related policies,
programs and projects in consultation with Federal &
Provincial Governments/ departments, banks, SBP-BSC Offices
and farming community. |

Maintain
an expert staff to study all questions of agricultural credit
and be available for consultation by the federal government,
provincial governments, provincial cooperative banks and
other banking organizations. |
| |
Assess
credit requirements of the farm and non-farm sectors in
rural areas in collaboration with provincial planning departments. |
| |
Review
the issues & challenges faced and developments taking
place in agriculture finance and formulate policies for
banks accordingly. |
| |
Allocate
annual indicative credit targets and monthly monitor the
agri. loans disbursements against these targets. |
| |
Compile
& disseminate periodical data on agriculture finance
for use & analysis by the bank, government and general
public. |
| |
Conduct
ACAC and PSCAC meetings bi-annually. |
| |
Initiate
and undertake information dissemination and awareness building
programs for farmers and special training programs for commercial
banks. |
| |
Liaise
with MINFAL, Insurance companies, Provincial Agriculture
Departments, revenue authorities, banks, etc. to redress
issues in flow of credit to agriculture sector. |

Monitor
SBP credit lines to PPCBL & ZTBL. |

II. Agriculture & Rural Finance Policy Division

Reviewing
agri/ rural finance in terms of issues/ challenges faced,
developments taking place in agriculture/ rural finance
both in the country and elsewhere, developing an adequate
knowledge and information base for policy formulation, etc. |
| |
Introducing
new products, schemes, guidelines in agri/ rural finance
in consultation with banks and stakeholders to catalyze
growth and activity in the sector. |

Providing
guidance to banks in understanding agri/ rural finance policies/
issues/ PRs of SBP, etc. |
|
Formulation
of agriculture & rural finance policies in consultation
with stakeholders. |
| |
Coordination
with Federal and Provincial Government departments on agriculture
finance policies and issues. |
| |
Reviewing/
amending existing agri/ rural finance policies, instructions
and Prudential Regulations, etc. based on new developments
and feedback from stakeholders. |

Organizing
periodical meetings with agri. heads to discuss their performance
and issues being faced in agriculture finance. |

Acting
as an executing agency for SBP component of Agribusiness
Finance Development Project of ADB. |

Managing
developmental projects of the department in collaboration
with other divisions/ units/ departments. |

PSCAC Secretariat/ Coordination & Services Division

Coordination
with stakeholders and formulation of working groups/ committees
for making recommendations to increase the flow of credit
to various sectors of the economy. |

working papers for the PSCAC meetings. |
